Positions held and honors.

General Director of Foreign Trade (1990-1992), position that allowed his participation in the North American Free Trade Agreement, NAFTA, in the tariff, customs duty and rules of origin areas. In addition, he was in charge of the Foreign Trade Commission.

1992, he was General Director of Industrial Policy for SECOFI.

1995, he worked as Coordinator of the Income Sub Secretary group of Advisors for the Treasury Department.

1998, he was designated titular of SECOFI’s Delegation Offices in Brussels, prior to the beginning of the Free Trade Agreement negotiations between Mexico and the European Union.

On July 2001, he acted as Ambassador, Mexico’s Permanent Representative at the World Trade Organization.

He presided over the TRIPS Council during 2002 and in 2004 he acted as President of the Negotiations Group on WTO regulations.

He worked as full time professor at the ITAM and COLMEX, where he taught Microeconomics and Foreign Trade (1983-1990).

On September 2004, he was appointed President of the Federal Competence Commission.
